The average rate on the 30-year fixed mortgage fell to 3.87 percent this week. Weeks ago, it dropped to a record low of 3.98 percent according to the National Bureau of Economic Research. Even the average rate on a 15-year fixed mortgage increased a bit to 3.16 percent from 3.14 percent.
